That is not the propane usage in your installation. The regulator really should be hard-piped and solidly mounted tank a flexible high-pressure LP hose or flexible hook tubing used between the tank and the regulator. The changeover regulators I linked to all require hoses or tubing "pigtails" for connections to the tanks. If your tanks are freezing you are running way to much propane.
Are you using a regulator? What's the orifice size, and size of the forge? I can run all day without freezing my 20lb tank.
